PErmits or not the animal is in poor condition, caused by improper care, and whatever people’s views on allowing people and children free contact with an apex predator may be, the animal is being harmed by this man’s custody and has visible, documentable evidence of said poor care in its body.
Whether it is an alligator or a bearded dragon, if someone is harming an animal by failures of husbandry, then that animal does NOT belong with that person, ethically.
