So are Microscales hets or incomplete dominants?
Incomplete dominant, the heterozygous form is microscale, the scales are missing on the head and the scales on the snake have a different look. The homozygous form is scaleless. It’s similar to scaleless head and a microscale scaleless head produces a scaleless snake.

Both.
As Riley notes, in the heterozygous form, you have the Microscale phenotype and in the homozygous you have a scaleless phenotype. Genes exhibiting this behaviour are are expressed in an incomplete-dominant manner
