Yes, its a feature that was implemented to MM pretty recently. If someone has already put in the max amount they are willing to bid it will automatically outbid others.

The “Max Bid” is button allows the system to automatically place bids on your behalf, up to the maximum amount you set, so you don’t have to bid manually.
