This axolotl is too young to know for certain from this photo, copper can look like this but so can a lighter wild. They have a lot of iridophores so definitely not melanoid but its hard to say more.
Copper is a partial form of albino but it only affects the black pigment which appears later in development. Young axolotls can change color a LOT due to the late introduction of the black pigment cells, in copper they come out shades of brown instead but still take a long time to appear.
Best test at this age is checking the color the eye reflects in the light. If it looks red (think red eye in old cameras) its a copper
