Yes. Clown is a visual recessive. All offspring from a visual are 100% hets

From a het x het pairing you would get (statistically):
- 1:4 visual Clowns
- 1:2 100% het Clown
- 1:4 no Clown gene
And since you cannot tell the difference between the 100% het Clown and the non-het Clown, you would label all of them as 66% probably het
