That’s not super small for a dekays. I had one at a camp I worked at, and it was about that size. It ended up giving birth, so it must have been an adult lol.
I don’t know what you’re feeding him, so i can’t make any judgement lol. I gave the one I cared for a mealworm every couple of days, but I’m not super sure about how to take care of them.

They only grow to 12” or so. And technically, they are venomous. Rear-fanged, with a small mouth. Generally not a big risk. Still, don’t let him chew on your finger, no matter HOW adorable it looks!

Delay snakes are not venomous. They are harmless and get 9 to 13 inches long on average. They eat worms, slugs, snail mainly. Here are two links for you.
