I dont know what goes into making a website or an app but the ability to recieve notifications would be awesome.

This is a decent place to ask about that.
This site does provide notifications on platforms that support it, once you install the app. I think iPhones do not support it yet, but other platforms do, such as Safari/mac and Android, etc.
This is a decision by Apple, and hopefully they will begin supporting them soon – it is anticipated!
