I have a wilbanks 220w heat panel running on a herpstat with pulse mode and during it heating back up to it’s getting up to like 180 degrees is this normal? It’s seems dangerous. Am I doing something wrong?

You need to run it on proportional dimming mode, not on/off pulse.

Can you explain because I reading conflicting things. Some say pulse some say dimming.

My heat panels get warm also if trying to heat a room temp/cold enclosure. That is a large space and takes time to heat the overall area and come back to normal operating temps for your enclosure. I use a porportional (VE-200) thermostat to control the panel and works great.
I would like to suggest something for your enclosure. Please remove the tape or atleast do not use anymore inside the enclosure. There are other ways to hold your probe close to the radiant heat panel. Tape can cause some bad injuries to your animal(s) if they ever come in contact with the sticky end.
