As an analogy, “Pompeii” is a specific combo: Clown BlkPastel Redstripe Spotnose Yellowbelly. By contrast, just because BlkPastel and Mahogany have a roughly similar phenotype, if you made a Clown Mahogany Redstripe Spotnose Yellowbelly, you would not call that combo a “Pompeii” as well, right?

In broad terms, synergy is where a combination of two (or more) things has a larger impact that either thing alone. In this specific case, both the Pied mutation and the BluEL mutation have genetic-level impact on the development of the eye. Each mutation alone has a very minor effect but when both are present there is a major impact resulting in a gross phenotype - microphthalmia, or “small eye” syndrome, where the eyes are underdeveloped and smaller than normal.
